Michigan Sports Betting Laws & Legislation

Michigan legalized sports betting in December 2019 when Gov. Gretchen Whitmer signed the Lawful Sports Betting Act. Retail sportsbooks opened in Michigan in 2020, and the first online Michigan sportsbooks launched in January 2021.

You must be over 21 to place a sports bet in Michigan. This applies to both in-person and online betting.

The Michigan Gaming Control & Revenue Act of 1996 established the Michigan Gaming Control Board (MGCB) and granted it licensing, regulation, and control of casino operations. The Sports Betting Act expanded the MGCB's purview to include Michigan sports betting sites and Michigan online casinos.

The MGCB also maintains local offices inside Detroit's three licensed casinos: the MGM Grand, MotorCity Detroit, and the Hollywood Casino at Greektown.

Michigan Sports Betting Licenses

To be licensed in Michigan, sportsbooks must partner with a land-based casino in the state. There are currently 12 licensed Michigan sportsbooks, though there can be as many as 15. Michigan supplier licenses are non-transferable; they are only issued after a provider has applied and been deemed trustworthy by the Michigan Gaming Control Board.

The MGCB does not regulate Native American casinos in Michigan; they're overseen by their individual tribal governments and the National Indian Gaming Commission. 

The state's 12 federally recognized tribes were each issued a master license, and each of the three commercial casinos in Detroit (MGM Grand Detroit, MotorCity Casino, and Hollywood Casino at Greektown) also received a master license. Each master licensee can host one online sportsbook and one online casino.

Under Michigan law, each operator must pay $100,000 for its license. There is also an initial $50,000 application fee and a yearly operating fee of $50,000.
