Yes. West Virginia lawmakers approved sports betting in 2018 and the first land-based sportsbook began operating in August of that year. Online sports betting in West Virginia began in December 2018 (though original online operator BetLucky would suspend operations three months later) followed by the ability to play at a WV online casino in 2020. As of April 2020, five retail sportsbooks and three online betting sites were operating in West Virginia, with more online betting sites expected to join the market.

West Virginia was the fifth state in the U.S. to legalize sports betting and the third to allow legal online sports betting.
WV lawmakers approved sports betting in March 2018, two months before the U.S. Supreme Court overturned the Professional and Amateur Sports Protection Act (PASPA), which had restricted legal sports wagering outside Nevada. West Virginia Gov. Jim Justice allowed the bill to become law without his signature (his family owns The Greenbrier). The betting law legalized land-based and online sports wagering. The West Virginia Lottery oversees licensing and regulating through its lottery commission.
Hollywood Casino at Charles Town Races accepted the first land-based sportsbook bet in August 2018. The state’s first West Virginia online sportsbook to launch was BetLucky.com in December 2018. However, BetLucky (which was also the land-based sportsbook at Mardi Gras and Wheeling Island racinos) ceased operations in March 2019 due to a dispute between Delaware North, which owns both properties, and betting partner Miomni Gaming. The retail sportsbooks were closed for nearly a year before opening in January 2020 with Delaware North now partnering with industry veteran IGT.
